Dear Ms Pathirana,

Thank you for replying.

Your mentioning of my complaint as not within the preview of the Sri Lanka Telecommunications Regulatory Commission does not appear to be true given that the Sri Lanka Telecommunication (Amendment) Act No. 27 of 1996 provides an opposite view. To the best of my understanding my complaint is within the preview of the Commission.

To quote several sections from the Act:

General objects to be achieved by the Authority.

4. The Authority shall exercise his powers under this Act in a manner which he considers is best calculated to promote the national interest and in particular”

4 (c) to protect and promote the interests of consumers, purchasers and other users and the public interest with respect to the charges for, and the quality and variety of telecommunication services provided and telecommunication apparatus supplied ;

Powers, and duties of the Authority.

5 (a) to ensure that the telecommunication services in the country are operated in a manner which will best serve and contribute to its overall economic and social development and advancement;

5 (d) to pay due regard to the public interest and the convenience and wishes of the general public as regards the telecommunication services provided by an operator ;

5 (r) to take such regulatory measures including the issue of directives as may be deemed necessary to monitor the quality of services provided by operators and to ensure that these services conform to standards relating to quality of service specified by rules made under this Act.

5 (x) to do all such other acts which may be incidental or conducive to, the attainment of the objects of the Authority or the exercise or discharge of its powers and duties under this: Act- ;

Given that the Act mentions the above, it seems that the Commission acting on my complaint is in alignment with the objectives of the Commission and also the powers and duties of the Commission. So I suggest that you reconsider my complain.
