Dear Ms. Pathirana,
I didn't ask you to block the offensive YouTube channels, but to block the entire YouTube website since YouTube had not been responsive to the requests I sent. This is something the ISPs in Sri Lanka can do upon your instruction. Had YouTube listened and acted to fix their problem, I would not have asked you to block the website. But they appear to not care. That's why I asked you to block the entire website. So what you say about blocking YouTube channels is not relevant to my request.
Secondly, don't mislead by saying that content regulation does not come within the preview of the Sri Lanka Telecommunications Act. Let me quote the initial part of section 5 of the Act:
"5. For the purpose of achieving the objects referred to in section 4, the Authority shall have the following powers, and duties -
(a) to ensure that the telecommunication services in the country are operated in a manner which will best serve and contribute to its overall economic and social development and advancement;"
So you see, the powers and duties the Telecommunication Regulatory Commission has are broad. You are simply trying to tell lies and hide your fault.
